Uganda: opposition leader ordered to appear in court

On 11 February a magistrate’s court ordered opposition leader Dr Kizza Besigye to appear and explain his absence in a case where he is accused of inciting violence during 2022 protests against rising living costs in Kampala. In a handwritten letter, Dr Besigye had stated he was ‘currently indisposed’. The magistrate emphasised the importance of personal liberty and scheduled the next hearing for 14 February. Notably, it was observed that there is no remand warrant currently justifying his detention, indicating he is being held without clear legal grounds. This development follows a recent supreme court ruling halting the trial of civilians in military courts. South Korea: president arrested

South Korean president Yoon Suk Yeol has been arrested, ending weeks of standoff at his fortified residence. Yoon recorded a video before being taken to a detention centre, criticising the ‘collapse of the rule of law’. While he complied with the arrest warrant to prevent violent clashes, he has refused to cooperate with investigators. The arrest involved 3,200 officers, some scaling barriers to access the property. A standoff earlier this month delayed his detention as his presidential security service resisted, leading to the arrest of its acting chief. Yoon’s martial law declaration on 3 December, which deployed troops to the National Assembly, lasted hours before lawmakers voted to end it. His impeachment on 14 December suspended his powers, with the opposition accusing him of rebellion. He had defended his actions as a warning to the opposition, whom he called ‘anti-state forces’. Pro- and anti-Yoon protests have drawn thousands in Seoul since his impeachment.

Nicola Sturgeon’s husband arrested

Peter Murrell, Nicola Sturgeon’s husband, was arrested, questioned for eleven hours and then released pending further investigation into the SNP’s fundraising and finances. Searches were carried out at a number of addresses including his home and SNP offices. The inquiry was launched after complaints about the SNP’s handling of £600,000 in donations raised by the party, ostensibly to campaign for and hold a second independence referendum. It is alleged that the money was used instead to help with the party’s day-to-day running costs. As the investigation is ongoing the police are unable to comment further. A report will be sent to the Crown Office and the Procurator Fiscal Service. On 19 March Murrell resigned after misleading the media about party membership numbers. He had been chief executive since 1999 and was responsible for running the SNP. On 1 April the SNP decided to review its governance and transparency. See
